Trust, the moderated variable, was divided into supervisor trust and organizational trust. Survey data were collected from police officers in Seoul, and quantitative analysis was conducted on them. Perceptions of fairness in performance evaluations had a negative effect on employee silence. Distributive justice had a strong negative effect on defensive silence, and procedural justice had a strong negative effect on acquiescent silence.
