This study explores this complex interplay using a comprehensive framework, aimed at enlightening the non-linear pathways that flood risk assessments can traverse. It adopts the Gioia Methodology within the Grounded Theory approaches, enabling a nuanced exploration of flood risk assessment dynamics. Utilizing data from an Italian case study in the Po River District, this study unveils the flood risk assessment process framework by identifying 13 first-order codes, 6 s-order themes and 3 aggregate dimensions.
