Space development is one of the topics of national attention today, and researchers have found that there are many countries currently involved in space development, but there are gaps in the study of the international pattern of space development. Thus, three countries, China, Japan and Russia, are selected to represent the first, second and third levels of international space development, respectively. Through the analysis of the current state of space development, cooperation, and problems and challenges faced by the three countries, the overall status of the countries in space development is clarified and appropriate recommendations are made.
