This study aims to find out how accountability for the performances of government agencies in the Regional Health Office of North Sulawesi Province. This type of research is descriptive qualitative data analysis method used in this research is descriptive method. The results of this study indicate that performance accountability (starting from strategic planning to performance evaluation) of the Regional Health Office of North Sulawesi Province is in accordance with Presidential Regulation No. 29 of 2014. However, in terms of performance measurement, there are several indicators that were not achieved due to the Covid-19 pandemic in 2020-2021 which resulted in not implementing hospital accreditation and an increase in the number of maternal deaths. 摘要

政府机构绩效问责制是机构为实现既定目标和目的而对任务执行的成败进行问责的一种形式。本研究旨在了解北苏拉威西省地区卫生办公室的政府机构如何履行问责制。本研究采用的是描述性定性数据分析方法。研究结果表明,北苏拉威西省地区卫生办公室的绩效问责(从战略规划到绩效评估)符合 2014 年第 29 号总统条例。然而,在绩效衡量方面,由于 2020-2021 年的 Covid-19 大流行,有几项指标未能实现,导致医院评审工作无法实施,孕产妇死亡人数增加。此外,在编制 LAKIP 的过程中,绩效报告也出现了一些障碍,即编制 LAKIP 的能力不足,数据收集和数据处理出现延误,工作人员缺乏使用现有应用程序的能力。
