Nurbakyt","doi":"10.53511/pharmkaz.2024.21.43.026","DOIUrl":null,"url":null,"abstract":"The ongoing progress of medical services market in Kazakhstan allows considering various combination of public-private partnership (PPP) to solve the burden problems, such as lack of human resources, inefficient institutional structure, inadequate quality and efficiency due to lack of competition, especially in remote and rural areas. The imbalance between the needs of population and the amount of existing funding resulted in increased the personal costs of citizens for medical services and reduced the availability of medical care. One of the solutions to the current situation could be the active involvement of the private sector in the management of public medical organizations with the simultaneous attraction of private capital. The purpose of this work was a comparative analysis of international models for attracting small and medium-sized businesses to the medical services market in order to determine the prospects in the healthcare system. Methods. A review of publications reported the experience of involving the private sector in the provision of medical services and comparing the effectiveness of population satisfaction. Results. A review of studies on evaluating the effectiveness of PPP activities for various types of medical services involved 42 publications, identified by the keywords: public-private partnership, medical services, medical service providers. It has been established that the partnership for the provision of primary health care services is shown in 11 publications, for the provision of educational services for medical workers — 7, for strengthening managerial and financial regulation — 9, for the implementation and maintenance of hospital information systems — 11, for health education programs — 4. Conclusion. The review showed that the practice of PPP is more effective than the separate functioning of the public and private sectors in health care.
