Special Aspects of Exercising the Right to Initiate Legislation in Cases of Bill Return to the Initiator

This article discusses the implementation of the right of initiative in cases where the bill can be returned to the initiator in accordance with the norms of the Constitution of the Russian Federation and the Regulations of the State Duma. Examples of the controversial return of the bill following the results of the meeting of the State Duma committee, the role of the legal department of the Duma in the consideration of the bill are analyzed. A critical assessment of the current practice and norms of the Regulations of the State Duma is given, ways to improve regulation are considered.
