The focus of this exploratory case study is on applied management as well as theory development within academia, that supports small businesses against governmental abuse. This case study initially focuses on the C&C Café, which was shut down by government bureaucrats, and then explores government over-reach due to COVID-19 that occurred throughout major American cities from a small-business perspective during the first year of the COVID-19 pandemic.
