A resilience enhancement strategy for waterlogging prevention and control management systems was proposed from three perspectives of spatial planning, engineering construction, and management mechanism. The overall planning takes urban drainage system as the core, emphasizes the relation with urban flood control, including provisions for emergency capacity and out-lets for excessive rainfall. The urban flood drainage capacity is systematically improved throughout the entire process from source to end point by considering construction standards for system facilities, mutual a-daptability, and waterlogging prevention design. :研究了内涝防治管理系统抗灾能力的内涵、特征和评价方法。从空间规划、工程建设、管理机制三个方面提出了内涝防治管理系统的抗灾能力提升策略。总体规划以城市排水系统为核心,强调与城市防洪的关系,包括应急能力和超标降雨出路的预留。通过考虑系统设施的建设标准、相互适应性、防涝设计等,从源头到终端全过程系统地提高城市排涝能力。将灾前预防、灾中抗灾、灾后恢复的管理系统和智能方法结合起来,提高适应性、可恢复性和灾害智能。
