The stage of forming a law starts from the stages of planning, drafting, discussing, ratifying or enacting, and enacting. The formation of laws and regulations, especially laws, should be carried out carefully and carefully because they involve the interests of the state and the public. However, if the formation of a law takes a relatively long time, it will not fulfill the community's need for legal certainty. In addition, the law that should regulate current events will become increasingly left behind considering the rapidly changing social developments of society. Therefore, a solution is needed to overcome the problem of forming the law, such as enabling the formation of laws through the Perppu route with consideration of the community's need for legal certainty. Apart from that, the granting of authority to existing institutions can be carried out to review laws that are no longer in accordance with the development of society.
