A high level of instability in world processes characterises the 21st century. This is caused by innovations in scientific and technological progress and the negative consequences of political and economic crises. New challenges have arisen for the higher education system, which determines the need to transform a traditional university into an entrepreneurial structure that must adapt to changes in the external environment. Migration processes significantly influence countries' higher education systems (HES), and their analysis and modelling aim to create competitive advantages for HES and universities. The article is devoted to analysing and forecasting trends in the development of universities in Ukraine and Slovakia, depending on the preferences of general and educational migration. Research methods include systematic and conceptual approaches, monographic analysis, index and cluster analysis, econometric modelling, taxonomy method, and statistical data analysis. It is substantiated that migration processes have a steady upward trend, and the progressive growth of migration of Ukrainians to Europe is provoked by Russian aggression against Ukraine. It has been determined that the search for countries with a high quality of life and education causes the migration preferences of the population. An analysis of the attractiveness of HES in Ukraine and Slovakia was carried out, and the strengths and weaknesses were identified.
