This article proposes an index system for feature extraction at the regional and site scales. The spatial–temporal evolution trends and differences in Ningdong coal power base from 2003 to 2021 were identified and interpreted through feature recognition based on Landsat images at the regional scale. Accurate site type recognition was conducted based on 10 m resolution Sentinel-2 images from 2021. We utilized the PSR (pressure–state–response) model for a comprehensive assessment of risk management in Ningdong. The results of this study show that the coal site > the coal chemical site > the coal power site, and the risk of the coal power base is in a controllable state; thus, we put forward a zoning control strategy. 摘要

随着宁东地区涉煤产业的积极发展,煤基场地扩张导致的土地退化、煤基固体废弃物排放导致的土壤污染等问题日益严重。空间类型识别与风险管控建议是区域能源资源低碳发展与生态保护的关键基础问题。本文提出了区域尺度和场地尺度的特征提取指标体系。通过基于区域尺度 Landsat 图像的特征识别,识别并解释了宁东煤电基地 2003 年至 2021 年的时空演变趋势和差异。基于 2021 年 10 米分辨率的 Sentinel-2 图像进行了准确的地点类型识别。我们利用 PSR(压力-状态-响应)模型对宁东的风险管理进行了全面评估。研究结果表明,煤炭基地>煤化工基地>煤电基地,煤电基地的风险处于可控状态,因此我们提出了分区控制策略。我们关于大型燃煤发电综合体污染风险管理的研究数据,对于基地整治和区域生态修复具有重要意义。
