Hipoprocessualização pela hiperconectividade: Governança dataísta como ruptura democrática

Starting from the theoretical perspective of the constitutional model of process, in which the process is allocated as a guarantee of fundamental rights, the article aims to analyze how hyperconnectivity, understood as the exaggerated use of technological means, will impact the composition of a mass of data (big data) capable of providing opportunities for the articulation of dataist governance aimed at influencing decision-making. The problem-theme, therefore, is the phenomenon of hypoprocessualization, with the subordination of the process to an inferior position, in contrast to a governance that has as a guideline the manipulation of data, and not the democratic process, for the decision-making process. The hypothesis raised in this article is that the digital turn has given rise to a new excluding power structure that is alien to procedural-democratic premises. For that, the methodology of bibliographic review was used, for the purposes of critical assessment of the demarcated problem.
