The great project which has been sponsored and conducted by the International Committee of the Red Cross (the ICRC) concerning the updating of the Commentary on the Four Geneva Conventions of 1949 has reached a big step after the publication of the updated Commentary on the Third Geneva Convention in 2020.1<sup>1</sup> There are some theoretical issues concerning the interpretation and application of the provisions of the Conventions, which result from both the changes in the patterns of armed conflict and the development of technology. The Updated Commentary on the Third Geneva Convention of 1949
