On this basis, we decide the weight of the indicators at different levels by using the advanced analytic hierarchy process (AHP) and get marine oil spill emergency response capacity evaluation rating through the fuzzy comprehensive evaluation method (FCE). 摘要

本文根据中国海洋溢油应急能力评价的现状,结合国内外其他领域应急能力评价的先进经验,建立了海洋溢油应急能力评价指标体系,其中包括3个一级指标和18个二级指标。在此基础上,运用高级层次分析法(AHP)确定各层次指标的权重,通过模糊综合评价法(FCE)得到海洋溢油应急能力评价等级。研究表明,该评价指标体系合理实用,为溢油应急能力评价提供了一种新的途径。
