By conducting a theoretical analysis, this study empirically analyzed the impact of scientific and technological innovation policies on the innovation efficiency of high-technology industrial parks. The main research methods applied in this study were linear regression and qualitative comparative analysis (QCA). The results showed that the policy targets drove innovation efficiency in a relatively minor way. Among all policy tools, the demand-based policy tools had the most significant influence on innovation efficiency. The supply-based and environment-based policy tools had notable positive impacts during the lag periods of policies. The policy mix pathways for scientific and technological innovation policies that impact innovation efficiency come in four forms, namely, the targets-directed, demand-driven, supply-dominated environment optimization, and environment-dominated comprehensive pathways. 摘要

科技创新政策对高技术产业园区的创新发展起着至关重要的作用。然而,科技创新政策对高新技术产业园区创新效率的影响机制和影响途径尚不明确。对这一问题的深入研究,有助于我们深入了解科技创新政策与技术创新之间的内在联系。本文通过理论分析,实证分析了科技创新政策对高新技术产业园区创新效率的影响。本研究采用的主要研究方法是线性回归和定性比较分析(QCA)。结果表明,政策目标对创新效率的驱动作用相对较小。在所有政策工具中,需求型政策工具对创新效率的影响最为显著。供给型政策工具和环境型政策工具在政策滞后期具有显著的正向影响。影响创新效率的科技创新政策组合路径有目标导向路径、需求驱动路径、供给主导的环境优化路径和环境主导的综合路径四种形式。为此,本文提出了对科技创新政策进行分类提炼和优化政策混合驱动模型的建议。
