It highlights the various types of budgets applicable to the procurement of goods, works, and services and emphasizes their role in efficient resource allocation, financial control, transparency, accountability, and risk mitigation. The report outlines the budgeting process for procurements, covering pre-budgeting, budget formulation, budget implementation, and post-budgeting phases. Drawing from successful case studies and best practices from other states and countries, it provides key takeaways and lessons for effective procurement budgeting in Benue State. The report calls for the adoption of integrated e-Procurement systems, strategic budgeting frameworks, and stakeholder engagement to optimize procurement outcomes. Recommendations include centralizing procurement functions, leveraging technology, and fostering a culture of transparency, data-driven decision-making, and continuous improvement.
