Based on the literature review, and expert opinions, ten barriers have been identified. Consequently, expert judgement has been engaged through the AHP approach to determine the role of each barrier. The result reveals that the lack of leadership is the top positioned and significant barrier with the highest global weight of 30.77% chased by lack of communication with the global weight of 19.68% and hindering the winning Deming Award. The findings of this study will facilitate researchers, consultants, policymakers, and decision-makers to implement TQM efficiently. In addition, the findings will assist the stakeholders to find the weight of importance of different barriers.
