中学教学督导制度是建立校级教学督导制度的有益补充，也是促进高校教学质量稳步提高的重要手段。本文以中学教学督导制度为研究对象，旨在转换“督导”与“指导”的关系，提出了以激励为主、以指导为主、以督导为辅的中学教学督导制度。在此基础上，提出了监理队伍建设、监理内容创新、监理人员培养等具体实施策略。最后，论文分析了该中学教学督导体系的优势。
