It establishes the basic parameters and mathematical models of the scheduled outage. And the scheduled outage calculation formula is also given. And a new scheme to evaluate whether a user can be transferred to interconnected feeders considering the capacity constraints is designed. A load transfer judgement algorithm which make the reliability assessment more exact is proposed. In the end of the paper, the reliability analysis results of the proposed algorithm in two test systems are compared with the results of several reported algorithms to prove its correctness.
