The proposed call admission policy employs two levels of admission thresholds: one at the cluster level and the other at the cell level. The performance of the proposed policy is compared with that of the policy proposed by Naghshineh et al. (see J. High-Speed Networks, vol.4, no.5, p.53-71, 1996).
