The proposal would maximize the efficient use of public credit and builds on major technology breakthroughs for measuring results. This paper proposes a logical framework for understanding the current landscape of international forest finance to explore options for the potential role of the TFFF, and recommends pursuing it as a tropical forest public goods facility to support both development objectives and global public goods objectives.
