Introducing tax rebate mechanism is a good way to solve the problem above. Based on the concept aboved, and considering the oligopoly market structure at generation side, an optimization model for emission tax of power plants considering tax rebates and it’s embedded equilibrium model for power market was established in this paper. An example showed that the optimization model for emission tax of power plants proposed in this paper can conducive to the realization of energy-saving emission reduction targets and hold down power price level.
