摘要

本文在理解黄河径流与黄河主要功能关系的基础上,提出了区别于黄河零流量事件的功能性无流事件的概念。利用1950 ~ 1999年的实测资料,对反映功能性无流事件特征的因素进行了分析,并给出了描述事件严重程度的标准。结果表明,河流生态系统保护的临界需水量大小决定了其严重程度。利用作者和黄河水利委员会提出的两种黄河临界用水需求情景,确定了不同程度的功能性无流事件。此外,还讨论了零排放与功能性无流事件的区别。
