FANS will offer a vibrant broadband environment, economically sharing costs among multiple operators. FANS will help speed the deployment of super-fast broadband and provide a platform for virtual operators to offer innovative new services. FANS is intrinsically involved with resource sharing, and a framework for optimizing resource allocation with general utility functions is presented here.
