Particularly, government agencies acting as data providers play an important role to enable the availability of dataset in open data initiatives. Nevertheless, there have been factors influencing government agencies’ intention to implement open data. In order to explore the related phenomenon further, this research extends a conceptual model adopted from the open data literature by adding new factors, including leadership, legislation and policy, and perceived value of open data. Partial least squares structural equation modeling (PLS-SEM) is utilized to analyze the conceptual model. In addition, this research uses multi-group analysis (MGA) to explore whether government agencies having different years of open data experience may perceive the influential factors differently.
