Prospects for digitalization of municipal services in the urban district “City of Yakutsk” of the Sakha Republic (Yakutia)

Электронное правительство является важной составляющей современного информационного общества. В мировой практике еще не сложились общепринятые правила и методики построения этой модели, каждая страна выбирает свой путь. В Российской Федерации построение модели электронного правительства началось с формулировки определения понятия «государственная (муниципальная) услуга», которое впервые было сформулировано в Федеральном законе ФЗ-210 «Об организации предоставления государственных и муниципальных услуг» 2010 г. С тех пор наша страна сделала существенный рывок в цифровизации деятельности органов исполнительной власти и местного самоуправления. В статье анализируются основные принципы перехода нашей страны к электронному правительству, основанные на построении единых правил межведомственного электронного взаимодействия, системы идентификации и аутентификации, деятельности всероссийского портала государственных и муниципальных услуг, основной упор сделан на анализе цифровизации муниципальных услуг. Рассмотрены текущие приоритеты цифровизации сферы государственного и муниципального управления, этапы перевода муниципальных услуг в электронный формат. Республика Саха (Якутия) – крупнейший субъект Российской Федерации, столицей которого является город Якутск. В силу территориальных и климатических особенностей в регионе существует проблема построения информационно-коммуникационной инфраструктуры. Тем не менее, столица Якутии обладает определенным опытом электронного взаимодействия государства, бизнеса и власти. Основная часть исследования рассматривает деятельность окружной администрации городского округа «город Якутск» по направлению к цифровой экономике. Сделаны выводы о достаточном уровне перевода муниципальных услуг в электронный формат, системного перехода деятельности органов местного самоуправления к переходу к модели цифрового муниципалитета. E-government is an important component of the modern information society. The international community have not developed generally accepted rules and methods of building this model yet, with each country choosing its own path. In the Russian Federation, the construction of an e-government model began with the formulation of the definition of the concept of “state (municipal) service”, which was first formulated in the Federal Law FZ-210 “On the organization of the provision of state and municipal services” in 2010. Since then, our country has made a significant breakthrough in the digitalization of the activities of executive authorities and local governments. The article analyzes the basic principles of our country’s transition to electronic government, based on the construction of uniform rules for interdepartmental electronic interaction, the identification and authentication system, the activities of the All-Russian portal of state and municipal services, the main focus is on the analysis of the digitalization of municipal services. The current priorities of the digitalization of the sphere of state and municipal administration, the stages of transferring municipal services to an electronic format are considered. The Sakha Republic (Yakutia) is the largest constituent entity of the Russian Federation, with the city of Yakutsk being its capital. Due to the territorial and climatic features in the region, there is a problem of building an information and communication infrastructure. Nevertheless, the capital of Yakutia has some experience of electronic interaction between the state, business and government. The main part of the study examines the activities of the District Administration of the urban district “City of Yakutsk” towards the digital economy. Conclusions are made about the sufficient level of the transfer of municipal services to the electronic format, systemic transition of the activities of local governments to the transition to the digital municipality model.
