In VFCA, the channels are nominally assigned as in conventional fixed assignment schemes, but cells are allowed to borrow channels from one another. An analytical model is developed for a cellular telephone system that uses VFCA, where the channel assignment process of a cell in the system is modeled as a two-dimensional Markov chain.
