A measure is proposed for quantifying the distance between regions in a multidimensional feature space. The initial data for the regions are taken from the appendix to the Unified Plan for Achieving the National Development Goals of the Russian Federation. Using the author’s algorithm of hierarchical cluster analysis, two clusters, two subclusters and five groups of regions are identified. A brief description of cluster formations is given. The results of clustering are interpreted through the position of the territories under consideration in the Russian Federation, the difference between clusters, the relationship of indicators, territorial structure, comparison with other groupings, support measures and political consequences.
