Local staff lacks instructions and tools to help them with safety planning. This paper presents a process model for establishing a safety plan for public sports buildings. The model was created on the basis of four case studies and constructed from experiences gained in interviews, safety planning participation and testing. The process model consisted of 11 phases and verbal instructions were created for executing each phase.
