This laboratory, presently under construction at the research center (Forschungszentrum) Dresden-Rossendorf, is planned to open as user facility in 2007 offering access to various pulsed-field magnets. Besides introducing the installed capacitive energy supply at the HLD, the pulsed-magnet designs are discussed in some detail. The experimental techniques that are routinely running at the HLD and the additional ones being set up, are summarized.
