In the last few years, particularly since the London ́s Congestion Charging Scheme (2003) urban toll rings have became one of the most relevant topics in urban mobility and congestion discussion among academics, technicians and administrators. However, available information is scarce, simplistic and often based by group interest. In these conditions, getting a well-founded opinion about these systems seems to be very difficult. This report aims to fill this gap presenting a critical analyse of international experience on toll rings, evaluating their outcomes, extracting conclusions and trying to design guidelines about when and how implement them.
