There is an extremely wide variety of data from IoT devices such as images, and sounds. It will become possible to construct a heterogeneous remote monitoring IoT system using various valuations of IoT devices. However, a heterogeneous remote monitoring IoT system cannot send data in completely because almost all mobile network services for the IoT system do not guarantee bandwidth. In this paper, we propose a priority control mechanism for a heterogeneous remote monitoring IoT system. The proposed mechanism enables a best-effort IoT system that guarantees only the minimum necessary data telecommunications. The proposed mechanism controls the priority by using application requirements. We implemented the proposed mechanism and evaluated its effectiveness with a sending ratio and average delay time of each priority. The sending ratio results of each priority increased to 29.2% in daytime.
