Research questions on whether the resource-related enabling factors are applicable to Thai UBIs and how varying the relative importance of these factors. Resource-based view (RBV) was used as a grounded theory to identify enabling factors comprising the four categories: human, technological, financial, and organizational resources. Then, fourteen enabling factors were prioritized by using the fuzzy analytic hierarchy process (fuzzy AHP), based on Chang's extent analysis.
