For this reason it is necessary to be able to involve Distribution System Operators (DSOs) who could share, in whole or in part, a description of their networks that can be compared with those of other operators. Since different operators generally make use of different models to describe their networks, it becomes necessary to have a conversion tool to a common standard such as the IEC Common Information Model (CIM).
