However, the current status is not operated flexibly due to the given budget, period and uniform laws and regulations. In order to solve this problem, this study suggests a Decision Support Model to select the optimal PDS for public construction projects. The current problem of the PDS for public construction projects were identified and the application of a decision support model was proposed. Subsequently a decision-making model was suggested for each PDS using the identified factors and linear discriminant function of discriminant analysis. An additional questionnaire survey and actual practical case analysis were carried out to verify the effectiveness and applicability of the model to actual work. 摘要

项目交付系统(PDS)采用混合方式,没有明确的招标制度分类,可选择的标准本身仅以项目预算或估算成本设定。从本质上讲,城市发展规划应考虑和反映项目的特点和类型、内部和外部因素,以改善公民的生活和福利。但是,由于预算、期限和统一的法律法规的限制,目前的情况是不能灵活操作的。为了解决这一问题,本研究提出了一个决策支持模型来选择公共建设项目的最优PDS。分析了公共建设项目决策支持中存在的问题,提出了决策支持模型的应用。在此基础上,利用判别分析的线性判别函数和识别出的因素,建立了各PDS的决策模型。通过问卷调查和实际案例分析,验证了模型在实际工作中的有效性和适用性。可以根据公共组织的具体特点、负责人能力和项目类型,调整决策支持模型和具体因素。
