The versatility and flexibility of this technology has made it possible for its use and application to enhance technological development in different fields of application around the world. However, in Latin American countries such as Peru, there is a lack of culturally relevant web applications applied in the socio-political field. On the other hand, since 2018 to date, many social and political movements have been making efforts to obtain perspectives and demands from citizens to promote a constituent process in Peru, efforts that to date have not achieved the expected results. In this context, the present research project aims to design and implement a Bilingual Participative Argumentation Web Platform based on a Participatory Argumentation Model in terms of Duties, Rights, Values, Policies and Facts. The methodology for the development of the web platform is WSDM (Web Semantics Design Method). The system architecture has 03 layers: View layer, Application layer and Data layer and uses the MVC (Model-Views-Controllers) as the system architecture pattern. To get a web platform culturally relevant, the API “Siminchikkunarayku” was natively integrated into the backend of the system. This web platform is considered important as a research medium because of the bilingual (Spanish/Quechua) structured corpus that will be achieved in the medium term.
