سیاسة عثمان بن عفان رضی الله عنه الشرعیة فی مواجهة الخارجین علیه

الملخـــص   موضوع البحث: سیاسة عثمان بن عفان  tالشرعیة فی مواجهة الخارجین علیه وأهدافه بیان أسالیب السیاسة الشرعیة الکثیرة التی قام بها عثمان t فی مواجهة الخارجین علیه وذکر الشواهد علیها. ومنهجه: المنهج الوصفی بأسالیبه الثلاثة: الاستقرائی والاستنباطی والتحلیلی.  ومن أهم النتائج : تبین أن عثمانt واجه فتنة الخارجین علیه بسیاسات شرعیة عدیدة تزید عن عشرین سیاسة ، وقد استفرغ فیها الوسع والتدبیر الحکیم ومنها : ( التثبت – الاستشارة – اللین والتهدئة والاستجابة لبعض المطالب – الحزم – النصح والحوار ورد الشبه – طلب تحکیم الشرع – تغلیب جانب مصلحة الناس على مصلحة الحاکم ) .وأهم التوصیات: (بحث مسألة ترک منصب الرئاسة وتأصیلها من حیث السیاسة الشرعیة ، والرأی الأمثل فیها - بحث سیاسة علی بن أبی طالب t الشرعیة فی مواجهة الخارجین علیه - دراسة محاسبة الحاکم لولاته وتأصیلها من حیث السیاسة الشرعیة مقارنة بالأنظمة المعاصرة )   The Legitimate Policy of Uthman Ibn Affan in his Confrontation with the Insurgents By: Faisal Bin Abdul-Rahman Saad Al-Sheddy Assistant Professor Department of Islamic Studies Faculty of Education Prince Sattam Bin Abdul-Aziz University e.mail: alshdi3@gmail.com Abstract   This research handles the legitimate policy of Uthman Ibn Affan in his confrontation with the insurgents. It sheds light upon the numerous styles of the legitimate policy applied by Othamn with specific reference to the clues. The research follows the descriptive approach in its three dimensions; the inductive, deductive and analytical. The conclusion of the research gives voice to the most important findings and recommendations. One of those findings is that Uthman faced the misfortune of the insurgents utilizing more than twenty legitimate policies in which he tried the utmost capacity and wise management (validation- consultation- flexibility, appeasement and response to some requirements- strictness- advice, dialogue and investigating suspicions- resorting to jurisprudence- overriding the common good over the interest of the ruler). Some of the most important recommendations include handling the issue of relinquishing presidency and relating it to the legitimate policy and the correlated proper views- displaying the legitimate policy of Uthman Ibn Affan in his confrontation with the insurgents- considering questioning of the governors by their ruler in comparison with the contemporary regimes).
