For solving the problems above, we put forward an emergency preplan knowledge representation framework. First, we analyzed emergency preplan textual knowledge and achieved three kinds of knowledge in different levels. Then, an emergency preplan ontology was built and the way to represent emergency preplan knowledge was proposed.
