It is proved that digitalization of information about all management objects is based on the initially implemented stage of preparation of a digital model of terrain and relief. The effectiveness of management decisions depends on the detail and quality of the developed cartographic framework. The authors summarize the practical experience of using innovative technologies in the process of developing a cartographic framework, it is shown that the most promising direction here is the introduction of neural networks.
