In an open behavior system, according to the quantum theory, the risk is reflected in the wave function of the behavioral system, and at risk, the dynamic evolution of the system is determined by the environmental Hamiltonian in system Hamiltonian. When the environment is perfectly correlated to the eigenvalue of the behavior subject, it does not affect its evolution, and the risk is controllable. Otherwise, the risk will harm the evolution of the behavior subject.
