In this context, this paper introduces a methodology for integrated planning of hybrid value chains. Using a roadmap of interrelated planning matrices, appropriate projects, mechanisms and institutional constructions can be formulated and cross-industry meta-cluster initiatives can be built in a structured, systematic and systemic way. Theory is exemplified for planning new generations of innovations at the intersection of ICT and agriculture sectors.
