Data analysis techniques: data collection, data reduction, data presentation, and drawing conclusions.Research results: The COVID-19 pandemic has a significant impact on the economy and health of the people around Lusi Island tourism. Meanwhile, the collaborative governance of Lusi Island tourism development is not optimal, this can be seen in the initial conditions, there are differences in strength and authority. Facilitative leadership is not carried out by the government. The institutional design does not yet have a legal basis and an MOU that regulates the legitimacy of actors. The collaborative process is not optimal, the meetings are held online. The result of the collaboration is the absence of involvement between the Government, the private sector and academics.
