The research methodology begins with a survey collected from stakeholders based on the requirements of graduate’s users, then develops a simulation-based learning and teaching process called the RISDA learning model. The process comprises of 5 stages: R: Recall, I: Information, S: Simulation, D: Discussion, and A: Assessment. The research tools such as teacher manuals, activity plans, teaching materials and quizzes were designed. The results shown that the constructed research tools were suitable with the evaluated level of “very appropriate” (Mean equaled to 4.15) and the learners who completed the RISDA learning process were satisfied with the satisfactory level of “very satisfy” (Mean equal to 4.23).
