Firstly, considering the demands of different stakeholders, the evaluation index system of green power development benefits is constructed. Secondly, considering the interval property of index value, the Interval-value TOPSIS Multi-attribute Decision-making Model based on Fuzzy Measure (ITMD-FM) is constructed.
