目的研究发达国家在青少年网络欺凌法律规制方面的经验,找出发展中国家法律存在的不足,提出完善监管框架的建议。作者研究了英国、美国、加拿大、马来西亚、南非、土耳其、阿联酋的国家监管实践,并分析了2018年这些国家青少年网络欺凌表现的统计数据。研究结果可以鼓励各国制定单独的网络欺凌立法,并定期审查和修改现有立法。原创性/价值该研究提供了一系列建议,以规范发展中国家的网络犯罪并预防它。研究结果可能有助于在尚未建立此类立法或现有监管法律行为未带来预期结果的国家(即后苏联国家和世界其他发展中国家)制定与网络欺凌监管相关的法律。
