By analyzing the dynamic characteristics of regional road network traffic flow, we propose a regional vehicle delay model and establish the objective function of minimizing the vehicle average delay. Considering the high-dimensional characteristics of the objective function, a chaos genetic optimization algorithm is proposed to improve the efficiency of global optimization.
