This full-time flexible employment form, which is called the new employment form in this paper, has increasingly become the main channel to absorb employment. At the same time, in the context of new employment patterns, the existing institutional arrangements have increased the insurance burden of workers and the government, and also broken the balance of social responsibility. “De employer” has put forward new requirements for the smart system of social insurance agency. This paper analyzes the social insurance handling process under the new employment pattern, and divides the business handling into horizontal and vertical businesses, including information flow and capital flow horizontally, and includes three levels of front office, middle office and back office vertically. 摘要

随着智能化、数字化、信息化的不断推进,自由职业者的比例在不断上升。灵活的项目合同正在取代传统的雇主模式。这种全日制的灵活就业形式,也就是本文所称的新型就业形式,日益成为吸纳就业的主要渠道。同时,在新的就业格局背景下,现有的制度安排加重了职工和政府的保险负担,也打破了社会责任的平衡。“无用人单位”对社会保险经办机构智能系统提出了新的要求。本文分析了新就业模式下的社会保险经办流程,将业务经办分为横向业务和纵向业务,横向包括信息流和资金流,纵向包括前台、中台和后台三个层次。本文在分析社会保险业务流程的基础上,提出了基于“平台”概念的智能经办网络物理系统框架,为软件工程师完善经办系统提供参考。
