There is no standard methodology available for calculating the actual use of cloud based resources and determining the rankings. From the customers’ point of view, it is not an easy task to find the reliable service provider that meets customer’s needs. This paper presents the QoS parameter especially on ‘throughput’ using Cloud Rank 3 with aid of Multi-Objective Emperor Penguin Optimizer (MOEPO) approach. This approach helps in finding the adorable and competent cloud service provider (CSP) available in the market.
