The vision for VANETs is road safety and commercial comfort applications enabled by short-range wireless technology. For a potential integrated solution of VANETs and NEMO, referred to as 'VANEMO', we consider a deployable system architecture and define requirements from a holistic view, taking into account economic, functional, and performance aspects. Next, we regard the vehicular network as a conventional mobile ad hoc network (VANET as a MANET), generalize possible solutions and classify them into two comprehensive approaches: MANET-centric and NEMO-centric. We analyze the two approaches with respect to the VANET specific requirements.
