This paper gives an overview of that proposal, compared with the current regulation and the ICNIRP 1998 recommendation. Proposed electromagnetic fields legal requirements were challenge taking into account increased uplink transmission from the mobile terminals and mobile network design evolution toward Small Cell concept.
